一项依赖开发工具的技术是不是好技术？

如果依赖工具是不得不接受的现实的话，不具备工具选择性的技术是不是好技术？

另，看到这样一句评论：

"To summarize, a good tool should help you do what you know you need to, faster. It should help with repetitive and mundane tasks required by the development model. It should neither present to you a new abstraction that hides what the true development model is, nor should it be something that locks you in so you can't move to another tool later."
